Observation of the counseling sessions showed that only 62.3% of the required contents of counseling messages were delivered to the clients. There was one trained community counselor dedicated to providing the service at the center. The center has no separate waiting area for VCT clients, hence 149(46.9%) and 173(54.4%) clients were not satisfied with the waiting area and location of the center respectively.
