In the last decade, major accidents have occurred in petroleum storage terminals around the world, e.g., Buncefield, UK (2005), Puerto Rico, USA (2009),and IOCL Jaipur, India (2009) which have drawn attention of expert group as well as researchers working in the area of Risk Assessment and Safety. It is therefore necessary to study the mechanism of Risk Assessment of petroleum, industrial accidents to prevent or effectively tackle the emergencies in the future. A scientific analysis of past accidents will also provide significant clues to determine the most probable accidents scenarios for new situations. The present research study have been carried out, which mainly focuses on simulation and modeling of Vapour Cloud Explosion (VCE)and large tank fire at a petroleum oil storage terminal.The study also assessed cumulative effects of explosion and fire on onsite and offsite population in terms of individual and societal risks. The results of explosion and fire modelings have been utilized to propose an appropriate emergency response plan based on electronic incident command system (e-ICS).

Dr.Ravi Sharma is currently working as Senior Engineer in Singapore in the area of Quantitative Risk Assessment (QRA) and Safety. His PhD thesis awarded in 2014 on "Risk Assessment of a Petroleum Oil Storage Terminal" at Indian Institute of Technology (IIT) Roorkee, India. He did his M.Tech in Environmental Engineering.
