He was an Assistant district attorney of Westmoreland County, Pennsylvania from 1942 to 1950. Marsh was a federal judge on the United States District Court for the Western District of Pennsylvania. Marsh was nominated by President Harry S Truman on March 27, 1950, to a seat vacated by Robert M. Gibson. He was confirmed by the United States Senate on June 2, 1950, and received his commission on June 8, 1950. He served as chief judge from 1969-1975. He assumed senior status on January 31, 1977. Marsh''s service was terminated on April 19, 1993, due to death.
