Raffaele Fitto was born in Maglie, Province of Lecce. His father, Salvatore Fitto, who was an exponent of the Christian Democracy and President of Apulia from 1985, died in 1988. Fitto became regional councilor in 1990. In 1995, he was re-elected councilor, and he became vice-president of Apulia. In 1999 he was elected at European Parliament. In 2000 he was elected president of Apulia for the right-wing, with about 1,200,000 votes. Under his presidence, Apulia Region put into effect financial improvement and became the Italian region with the minor fiscal pressure
