Within the scope of the underlying international relations, norms and practices, this book examines the February-March 1999 Rambouillet Peace Conference on Kosovo. As the Kosovo problem is deep- rooted in history, the book initially deals with the historical background, in a search of the chronological contest of the crisis. It also examines legality and legitimacy of the intervention, while essentially focusing on the context of the humanitarian intervention regime. The book analyzes in some length the conference itself, the reason why it was deemed the last attempt at peace and the way it added legitimacy to the intervention. It also explores the causes of the failure of the conference and the subsequent events, while concluding that the enforcement of a global human rights order is possible, even as NATO powers were not enthusiastic about it.

Bajram Gecaj nació el 13/04/1963, en Kosovo. Se licenció en Derecho en la Universidad de Pristina en 1987. En 2006 obtuvo un máster en Política Internacional y Diplomacia en la Universidad de Staffordshire (Reino Unido). Actualmente trabaja como especialista político senior en la Embajada de Estados Unidos en Pristina y también da clases de Política Exterior y Diplomacia.
