This paper studies the effects of rapid urbanization in Zambia, which has seen emerging inefficiencies in housing markets, urban transportation, and urban finance, as well as leading to increased urban pollution and crime. In contrast, plans for urban renewal in Zambia are predominantly donor driven in response to poor urban settlement planning in an environment where planning regulations are barely recognized and enforced.
