President Bush's comment refers to the present crisis in the Middle East, but could just as easily apply to U.S.-Cuba relations. For more than 40 years, the United States and Cuba have engaged in a test of wills, resulting in a present-day international impasse. Current U.S. policy towards Cuba, relying heavily on sanctions and isolation, requires that democratic reforms be implemented and that the Castro family remove themselves from governance prior to any possibility of normalizing diplomatic relations.
