In return, a favorable China Security Council vote at the United Nations (and the return of a Vietnam POW that China has had in captivity for the last dozen years) is put in the lap of the United States. Colonel Lu Mingxia, the head of China's Internal Security Bureau, is sent to the United States to complete the exchange and thus secure cooperation between countries; however, numerous cogs are thrust into the machinery, and this valuable, covert opportunity begins to collapse in an extremely overt fashion by an international cadre of dedicated, treacherous and lethal characters.
