Maître Hisseine Ngaro NGAKOUTOU, ein großer Akteur im Sportmilieu, hat sich schon in jungen Jahren für den Sport engagiert. Er war mehrfacher tschadischer Meister in der Leichtathletik, bevor er in die Führungsgremien des tschadischen und afrikanischen Sports gewählt wurde, bis er 2019 beschloss, die Leitung an seinen Vizepräsidenten des tschadischen Leichtathletikverbands zu übergeben.
