Increasing unemployment rates have drawn more attention to regional employment and to labor market policies, which help to solve the problem. This book analyzes the issues that can contribute to unemployment and governments tools to solve those issues. Ida-Virumaa, an industrial county with mostly non-ethnic inhabitants is analyzed in comparison with Pärnumaa, a county which has mostly ethnic inhabitants and with Tallinn, the capital of Estonia.The research (based on data from years 1993- 2002, i.e. prior joining EU) looks into the personal characteristics of the labor force; limitations that can be present in certain places of residence and with the certain structure of economy. It also discusses the effectiveness of several development programs that have been put together to decrease regional unemployment and finally brings out the connections between previously mentioned variables. The book should be especially useful for those who are in a position to make regional changes happen and anybody, who wishes to know more about regional employment and labor market policies.
