This book analyzes the issues that can contribute to unemployment and governments tools to solve those issues. Ida-Virumaa, an industrial county with mostly non-ethnic inhabitants is analyzed in comparison with Pärnumaa, a county which has mostly ethnic inhabitants and with Tallinn, the capital of Estonia.The research (based on data from years 1993- 2002, i.e. prior joining EU) looks into the personal characteristics of the labor force; limitations that can be present in certain places of residence and with the certain structure of economy. It also discusses the effectiveness of several development programs that have been put together to decrease regional unemployment and finally brings out the connections between previously mentioned variables.
