It is possible to operate by means of development and adoption of legal acts, programs of projects, carrying out purposeful economic and investment policy. Modern perception of the city as a difficult self-organizing system assumes replacement of the term "management" on the term "regulation", meaning the soft management operating in a resonance with immanent tendencies of system development. In the course of modern regulation system construction by the city have to be considered systematic of object activity and features of its behavior as a difficult probabilistically determined system.

Yarovoy Sergey se graduó en el Instituto de Ingeniería Civil de Kharkov en 1980. Es Doctor en Ciencias Técnicas desde 1990, Instituto Central de Investigación Científica de Construcciones de Edificios, Kucherenko desde Moscú. Desde 2011 es catedrático del Departamento de Construcción y Arquitectura de la Universidad Nacional de Járkov y autor de más de 50 obras.
