The Paraguay-Parana Waterway is a river corridor that crosses the territory of Brazil, Bolivia, Argentina, Paraguay and Uruguay, which due to its strategic location is a beneficial way in cost/pollution ratio than land and air; which aroused the interest of these five countries to take advantage of this way; for which a series of international agreements were developed in order to regulate its use. Today, nearly 30 years have passed since the first agreement was drawn up for the effective use of this route, but it is still not fully exploited; that is why this article will try to explain this reason from a regulatory point of view.
