Telesphore Brouillette was born 10 December 1845 in St-Cyprien, Québec, to Landrie Brouillette and Marie Emilie Fortin. The Brouillette family immigrated to the United States in 1853, settling in St. Anne, Illinois. As a young man, Telesphore served in the Civil War. He returned to Canada for his education where he met and married his wife, Ida May Raymond. The young couple spent some time in Canada before moving west and eventually settling in Oregon.
