The activities of subjects of law should be imbued with ideas of impartiality, truth, correctness, legality, honesty, etc. The legal decision made, establishing the measures of legal responsibility, should be fair in form and substance, i.e. take into account all the circumstances and correspond to the degree of the committed act. It is here again begins the individualization of responsibility, without which it is impossible to realize justice. In the 20th century, in the Soviet Union, without taking into account the principle of individualization, such quasi-criminal legal measure of influence as forcible eviction (deportation) was applied to entire peoples. Later on, the so-called "repressed peoples" were "justified", but the process of rehabilitation has not yet been completed and its course is justly censured.We believe that both historians and lawyers have failed to draw appropriate conclusions about the very essence of deportation of a people as a form of criminal repression.We believe that these problems require detailed scientific analysis in order to prevent the recurrence of such repressions in the future.
