This study delves into resident s participation in service delivery in Masvingo s Ward 1 community. The study looked at how residents of Ward 1 have participated in service delivery. It is premised on the participatory governance theory which talks about an all inclusive governance structure in which citizens and the government work together in order to improve on the management and service provision in a community. It visions citizens being involved in policy making as well as implementation. The study showed that the residents are quite aware of most of the responsibilities of the city council, but however most of the respondents said the council was failing to effectively provide services in the Ward. The residents expressed concern about poor service delivery and which they imputed to issues such as corruption by the council officials, party politics, unemployment on the part the residents themselves as well as besetting financial constraints faced by the city council..
