Mali, in collaboration with its technical and financial partners, has been engaged since 1996 in the preparation of a vast programme to strengthen the capacities of all the actors in the rural sector. This cooperation with the International Development Association (IDA) has resulted in - The signature of the development credit agreement number 3583 MLI-Project of agricultural services and producers' organizations, between Mali and IDA; - The creation of the orientation and steering committee (COP) of PASAOP by the decree n°01-324/PM-RM of 02/08/01.PASAOP is a program whose estimated cost was one hundred and fifty (150) billion CFA francs over a period of eleven (11) years (divided into three phases: three (3) years for the first phase and the other two of four (4) years each), was to contribute to reducing poverty in rural areas, by taking measures designed to: Maintain the increase in productivity of agricultural and non-agricultural activities; Strengthen the institutional framework for the implementation of Mali's agricultural reform program.
