Eliana Mareño Lancea, nasceu em San Pedro de Buena Vista "terra do touro tinku" no norte de Potosi, estudou na sua cidade natal até ao ensino secundário, depois fez a sua licenciatura na Universidade Mayor de San Simon, tem também uma pós-graduação em direito da família, infância e adolescência. Cresceu a admirar os seus queridos pais.
