The Right to Children to Free and Compulsory Education Act, 2009, which came into being on 1st April 2010, has been a major milestone for ensuring the critical right to free and compulsory education for all children between the age 6-14 years in India. Why is it that the Indian state is unable to deliver quality education to the disabled? Where does the problem lie? What implications does this have?
