Master in Diritto Penale e Scienze Criminali presso la Direzione degli Studi Post-Laurea dell'Università Statale di Haiti, Francisco BRUMAIRE è laureato in Giurisprudenza. Membro del personale giudiziario del Ministero della Giustizia e della Pubblica Sicurezza, è anche coordinatore della Commissione specializzata per gli appalti pubblici dell'ONM.
