Climate change adaptation (CCA) is, in fact, just a program in disaster risk reduction (DRR), which is a general approach to ensuring human security; hence, human development. Policy analysis as a process needs to be guided by a holistic view incorporating human security, climate change adaptation and disaster risk reduction, which this book intends to achieve. The author advances his own conceptual model called "Risk Alleviation Model." This book forms the theoretical background of an ongoing research by the author on "Policy Network of Climate Change Adaptation and Disaster Risk Reduction and Management in the Province of Albay, Philippines" as a requirement of the course Doctor of Philosophy major in Public Administration at Aquinas University of Legazpi, his third doctorate degree.

Dr. Bernaldez is currently a professor at Dongguk University in Gyeongju, South Korea. He is currently writing his third Ph. D. dissertation on "Policy Network of Climate Change Adaptation and Disaster Risk Reduction and Management in the Province of Albay, Philippines." He is also Doctor in Political Science and Doctor in Business Administration.
