Those minors who violate the criminal code and are between 14 and 18 years of age are subject to the Organic Law on the Prison Responsibility of Minors, which is aimed at the rehabilitation of minors, emphasizing the best interests of the minor over punishment and safety. These minors will serve a judicial measure in a reform centre, either open or in a detention centre, depending on the seriousness of their offence. Risk management tools are needed to evaluate and identify risk profiles in these minors, in order to guide the Individual Program of Execution of the measure with the maximum guarantee. Therefore, in this study we made a proposal for a risk management protocol, updating the Protocol for the Assessment of Risk in Adolescent Offenders to the Open Educational Intervention Centre in Lugo.
