It also provides tools employed by a country believed to be on course to evading the curse. In this sense, it provides petroleum industry outlets with the tools they are expected to comply with in order to contribute to mitigating the "curse effect".

O Sr. Dos Santos é um Diplomata da ONU, na UNESCO. Entrou para a UNESCO em 1992, ascendendo ao posto de Diplomata da ONU em 2010. O seu interesse em petróleo e gás seguiu-se às descobertas de reservas de gás em Moçambique, levando-o a inscrever-se num programa de mestrado em petróleo e gás. Esta publicação baseia-se na sua tese de mestrado em gestão do petróleo e do gás.
