In Canada, youth related-programs focusing on keeping young people in the rural and northern communities have been suggested and, to an extent, implemented. It is of importance to know if these programs are addressing the major factors of youth out-migration and how effective these programs are in Manitoba. This project examined the nature of youth-related programs implemented in rural and northern communities in Manitoba, (b) investigated the extent to which these programs directly address the major factors responsible for youth out-migration, and (c) makes recommendations for youth retention and return migration toward policy and better youth programming in rural and northern Manitoba.
