There is no proper entrepreneurial culture in India. There is more orientation towards becoming an employee rather than being an entrepreneur. In view of the vital role being played by the small scale sector, in generating employment, developing rural economy, reducing regional imbalances, reducing income disparities, earning more foreign exchange and the entrepreneurs operating these units were selected for the study. The 1991 industrial policy of liberalization and globalization has open large number of potential business opportunities due to technology up gradation automation mergers and takeover etc., had made entrepreneurship a better alternative. A comprehensive study on rural entrepreneurship in SSIs in Mahabubnagar district of Telangana state has not been conducted previously though there are a few minor regional studies restricted to limited firms only. The researcher selected the rural entrepreneurs of the Small-Scale Industries of an industrial estate and outside the industrial estate. The reason is that the industrial estate units may be less enterprising than outside units. Hence the researcher has selected the rural small scale units of Mahabubnagar district.
