The book substantiates that as a result of the emergence of Soviet socialism in the USSR formed the so-called "new class", as evidenced by many signs. Attempts to reform the established administrative system, which hindered the development of the country, are considered. Much attention is paid to analyzing the reasons for the demise of the Soviet planned economy, the inevitability of this process and as a result - the return to the natural state of the economic system at the present historical stage. The problems of Russia's economic development over the last 30 years and the reasons for the fading growth of the last decade are considered.
