Any elite seeks comprehensive control over the material and spiritual resources of society. Selection and placement of leadership in all spheres of socio-political, economic and cultural life is carried out by the ruling elite from their own environment. This is where the main contradictions lie, each elite strives to redesign the society for itself. Almost half a trillion rubles a year will be needed to implement social support measures, which President Putin announced during his annual message to the Federal Assembly in 2020. Most of the funds will be allocated to the expansion of maternity capital, which will last until 2026. Thus, the message-2020 became the most "expensive" and socially focused for all history of Russia. At the same time, innovations will require not only financial investments. On December 15, 2019 the president has announced national voting on entering of amendments to the Constitution - the most scale for all time of work of Putin on this post. The head of the Russian Federation, in particular, proposed to deprive officials of the opportunity to live abroad, and also called for a norm on the minimum wage to be fixed in the Constitution.
