Once famed for pollution, the harbor is clean enough for whales and whimbrels, and the islands are public parks with festivals in the summer. South Boston's Seaport Neighborhood has been rebuilt as Manhattan on a mudflat, with little public transportation and no schools or libraries or anything to welcome people of color or anyone on a budget.
