The City Division of Legazpi, in pursuit of overall improvement of schools, launched the SBM program in both the elementary and secondary levels. Dr. Bernaldez is currently a professor at Dongguk University, South Korea. Mr. Ballesteros teaches at the College of Business Education and Management, Bicol University, Philippines. They were professor and student at Divine Word College of Legazpi, Philippines when this study was conducted.
