The City Division of Legazpi, in pursuit of overall improvement of schools, launched the SBM program in both the elementary and secondary levels. This study was conducted to assess the level of implementation of the program by the schools in the city division and to determine the progress the surveyed schools have made in the process. This book comes out of the full length report which was done by the principal researcher with the guidance of the professor. The book intends to orient the reader to the mechanics of SBM assessment as well as provide information on how the results can be interpreted and utilized for the improvement of educational management. It is hoped that this book will be of significance to the fields of educational administration and teacher education. School administrators, teachers, community leaders and civil society as well as students and researchers will benefit much from this book.

Dr. Bernaldez is currently a professor at Dongguk University, South Korea. Mr. Ballesteros teaches at the College of Business Education and Management, Bicol University, Philippines. They were professor and student at Divine Word College of Legazpi, Philippines when this study was conducted.
