Mulugeta Tsegai is an assistant professor and Coordinator for Graduate Programs in the Institute of Pedagogical Sciences at Mekelle University (Ethiopia). He holds a PhD in Educational Policy and Leadership, and a Master¿s degree in Educational Planning and Management, from Addis Ababa University.
