Starovoytov Vladimir Nikolaevich.Nasceu em 2 de fevereiro de 1948 em Gorki, região de Mogilev, BSSR. Em 1972, licenciou-se na Academia Estatal de Agricultura da Bielorrússia. Casado, tem dois filhos. Em 2005, começou a trabalhar em livros para formar uma visão científica perfeita do mundo entre estudantes e pessoas que continuam a sua educação ao longo da vida.
