Yerkebulan Sapiyev nasceu a 26 de Junho em 1975 em Moscovo. Em 1998 formou-se na Universidade de Ancara, na Turquia, com especialização em Economia. Em 2017 formou-se na Universidade de Istambul Aydin, na Turquia, com especialização em Relações Internacionais. Fala fluentemente as línguas inglesa, turca e russa.
