The military control and responsibility is ultimately vested in the citizens of Serbia represented by the civilian authority which strictly adheres to Serbia's constitutional declaration of military neutrality. Dating back to the 5th century, Serbia has a long military tradition, and it has played a significant part in the history of Europe. In the seventh century, Vlastimir of Serbia formed Ra ka, a medieval Serbian state that grew into the Serbian Empire. In the Battle of Maritsa most of the Serbian nobility was killed so that the once strong and unified empire, fragmented into many states, together called the Moravian Serbia. The kingdom was governed by Stefan Lazarevi who introduced modern military tactics and firearms to his army however the new technology didn't protect the kingdom from the mighty Ottoman Empire who because of their superior size occupied Serbia.
