She has also agreed to let the Citizen's Council choose her husband from three, carefully selected suitors: Edward, an old friend and son of the traitorous Count Bullierd; Alfred, the arrogant son of crown-seeking Duchess Beatrice; and Hugh Lawson, a Plant Fairy half-prince who already loves Rebecca. Peace in the tribe is already coming at a high price, but evidence of a pirate build-up complicates matters further, requiring cooperation from each of the four tribes against the most cunning blackguard of them all.
