Berufstätigkeit u. a. im Bundeskanzleramt, Außenministerium, Wissenschaftsministerium, zuletzt Sektionschef im Verteidigungsministerium, Beauftragter für strategische Studien. Honorarprofessor für Internationale Wirtschafts- und Sozialbeziehungen an der Universität Graz. Langjähriger Leiter des Ludwig-Boltzmann-Institut für politische Soziologie, Herausgeber mehrerer Buch- und Schriftenreihen sowie Autor zahlreicher politikwissenschaftlicher Publikationen zum Thema Sicherheitspolitik.
