Snell & Wilmer was founded in 1938 by Frank Snell Jr. and Mark Wilmer.During the 1940s and 1950s, Frank Snell was involved in the improvement of the municipal government of Phoenix, seeking legal redress from corrupt public officials and the annexation of more land for the city. During the 1960s, Mark Wilmer represented the state of Arizona in Arizona v. California, a still-ongoing dispute over water rights to the Colorado River. The firm began expanding outside Phoenix in the late 1980s, establishing offices first in Tucson, Arizona and Irvine, California, then later into Utah, Colorado, and Nevada.In 2006, Snell & Wilmer absorbed the litigation boutique of Bivens & Nore.In late 2008, Snell & Wilmer opened its 7th office in Los Cabos, Mexico.
