Simão Chicaia Culandi, Doutor em Ciências Políticas e Relações Internacionais e Mestre em Gestão Ambiental (UNISAL/Paraguai), Licenciado em Ensino da História pelo ISCED-UAN. Professor Auxiliar do ISCED-Cabinda. Docente em regime de colaboração no Instituto Superior Politécnico Lusíada de Cabinda desde 2009 e no ITECHA. Tem três livros publicados.
