In this paper we will identify and justify the minimum socio-cultural requirements for art objects, which will increase the emotional background of the city. Socio-cultural requirements we will consider such requirements that adhere to the principle of humanization, require compliance with social norms and values and form an environment for a cultural dialogue between man and public space.
