In common usage, however, the area referred to as the 'south east' can vary considerably. As with the other regions of England, apart from Greater London, the South East has no elected government and few central powers, the creation of elected regional governments proposed by the Labour Party after its election in 1997 having been aborted. The headquarters for the region's governmental bodies, such as they are, are in Guildford.
