The Southern Cone Common Market (Mercosur) is a broad integration project initially conceived by Argentina, Brazil, Paraguay and Uruguay. In the economic aspect, the Market today assumes the character of a Customs Union, but its ultimate goal is to constitute a true Common Market, following the objectives established in the Treaty of Asunción, through which the block was founded in 1991. The formation of the bloc implies the free circulation of goods, services and productive factors among countries, through the elimination of customs duties and non-tariff restrictions to the circulation of goods and any other measure of equivalent effect. Education with social quality and democratization imply the integration of the educational systems of MERCOSUR, in order to favor the development and apprehension of scientific, artistic, technological, social and historical knowledge, understanding the needs of the world of work, material elements and human subjectivity. In this sense, the political-pedagogical conception is the guarantee of the principles of the right to education: social inclusion and quality, democratic management and emancipatory evaluation.
