Repeated violations by media professionals of the laws, regulations and rules of ethics and deontology governing the press sector have as their main cause: lack of knowledge of press legislation and professional rules by those concerned. One of the reasons for this lack of professionalism is the practice of journalism by non-professionals. Jean-Claude Guyot and Luc-Adolphe Tiao had found that "the effectiveness of a media regulator is not to "prosecute operators because they do not comply with part of the regulations" but to "issue a recommendation detailing how the regulator considers that it is necessary to act practically to apply a regulation that may seem theoretical".
