Jean-Claude Guyot and Luc-Adolphe Tiao had found that "the effectiveness of a media regulator is not to "prosecute operators because they do not comply with part of the regulations" but to "issue a recommendation detailing how the regulator considers that it is necessary to act practically to apply a regulation that may seem theoretical". This publication responds to this need for a reference framework of standards in Congolese audiovisual exploitation, and logically, a compass capable of indicating the benchmarks and markers of the precautions to be taken for optimal exploitation of both public and private audiovisual in the Democratic Republic of Congo.
