The Theoretical framework stopped in legislation; BUCHER (1992); DE LEON (2003); DELANDES (2007) and others. The results contributed to the consolidation of PEAD; for expressing the concerns of the population concerning the commitment between subject and object of research; investments in the production of scientific knowledge; provide treatment in the public health system, cooperation and various partnerships; recognition of the differences between the user and the drug dealer; guarantee permanent budget allocations for the State Fund on Drugs.
