This research includes a brief description of the historical context of the last four municipal development plans, followed by a trend analysis of the general environment, the characterization of the municipality and the analysis of the sector in particular where the competitive diamond tools were applied, five forces of Porter, competitive benchmarking and value chain adapted to the tourism sector, The main elements that served as input for the elaboration of the DOFA, the critical success factors and the beginning of the prioritization of trends, structural analysis, importance analysis, governance and uncertainty, that together with the results of the Delphi constituted input for the elaboration of 5 future scenarios, in them the scenario bets "magic people with commitment of all" to which some strategic guidelines were defined. The scenario bets as well as the strategic guidelines represent challenges that lead to the development of the tourism sector in the municipality of Sevilla Valle del Cauca-Colombia, from an integrating perspective of the actors, competitiveness and sustainability.
