This book is about exploration the process of strategy formulation that linked to culture in general and governance. From externships review of literature and research have done, three points can be drawn: Firstly, the empirical story showed that organization analysis has been dominated by ideological forces (Kouzmin 1980), that has led to misunderstanding and misconception of the organizational context over recent decades. Secondly, a cultural 'blindness' of management, or strategic management theory or governance-blindness of economists together produce a very narrow framework with which to understand CSMEs in a non-western, or non-Anglo-American context. This book, if anything, is a small step towards diminishing this source of 'blindness'. Strategic management must recover its understanding of organizational complexity which has been lost over recent decades due to the domain of economic theory in organizational and managerial processes. Thirdly, most government and international agency policy programs in Indonesia have failed due to a lack of knowledge of entrepreneurialism and a lack of government capabilities.
