The purpose of this study is to develop methods and procedures for coordinating scenario conditions for forecasting the development of regions with the scenario conditions for socio-economic development of the Russian Federation in order to determine financial gaps in the development of budgets at the federal and regional levels.In the course of the study, the methodological and institutional base for the development of scenario conditions for socio-economic development at the federal and regional levels was analyzed. The methods used to assess and agree upon scenario conditions for forecasting socio-economic development of the Russian Federation and regions were analyzed. The hierarchy of long-term social and economic development forecasts is considered and methodological approaches to their adjustment are presented. Principles and criteria of mutual influence of scenario conditions of forecast of social and economic development of the Russian Federation and scenario conditions of forecast of development of regions are developed. Methods of evaluation of conjugation and procedure of coordination of scenario conditions of socio-economic development forecast at the level of the Russian Federation and regions taking into account the influence of their typology are also defined.
