The objective of this study was to analyze which are the necessary components to establish an Information, Education and Communication Strategy (IEC) for social change in the control of breast cancer in the capital and is supported by a holistic research, at the comprehensive level in the operative line of projective research, for which the qualitative research paradigm is used with individual interviews with experts and documentary review, which highlights the need to create a way of doing science using this method to develop theories on relevant health phenomena and focused on the development processes of human beings in their environment, generating public policies and their analysis, with equity, transparency, respecting human rights, with access to public information and open government policies in health among others, added with the contribution of the Sustainability Sciences. As a fundamental result, the key idea of dissemination has been decisive, associated with the promotion of health, the need for the strategy in the services and the mobilization with the annual campaign at regional and national level.
