A loss of critical power to sources of community stability such as smallbusinesses interrupts quality of life and can also cause serious economicimplications if power is not quickly restored (Farrell, Lave, & Granger, 2002;Kharchenko & Brezhnev, 2012; Mitroff & Alpaslan, 2003b). Businesses that areprepared for, or prone to, crises become a critical component of national crisis/disaster resiliency (Herbane, 2013), and for those businesses that maintain alevel of preparedness, stand ready to react to disasters through predeterminedplans and training (Haddow, Bullock, & Coppola, 2011).
