This research establishes the postulation of the migratory framework to service delivery and performance, with special reference to local authorities in Zimbabwe. In broad service delivery within the public sector framework is questionable and it is the aim to provide a framework of accountability from the general populace and within public administration.It therefore follows that local authorities are a lower tier of government, set up by law and conferred with certain responsibilities. For instance, local government's delivery of essential physical infrastructure such as roads, recreational parks or social services such as education, housing, refuse removal and provision of water affect the quality of people's lives in urban and peri-urban settlements.
