Women and young girls in particular are the target of these delinquents; phones, money and other valuable goods are snatched up without any intervention from the police. They create a climate of fear for all passers-by and at all levels. Their fellow girls are raped and the boys beaten up without any help from anyone, which justifies their integration into the system.
