The book Política(s) de Assistência Estudantil no Ensino Superior em Moçambique: passado, presente e desafios (Student Assistance Policy(s) in Higher Education in Mozambique: past, present and challenges) is the result of a PhD thesis defended in 2017 at the Federal University of Rio Grande do Sul - Brazil. It analyses the expansion and access to higher education in Mozambique at different historical moments, The higher education in Mozambique is very recent, appeared in colonial times in 1962 and its access was discriminatory. With national independence, a socialist state was established and reforms were made to ensure access to education for all. In 1983, with the worsening of the civil war, drought and poverty, the country was forced to request international support and eventually joined the International Monetary Fund (IMF) and the World Bank (WB) in 1984. This accession implied changes in the constitutional and legal framework of the country, with new laws reflecting neoliberal positions, such as the destatization of the state and the privatization of social services. It is in this context that higher education is expanding, both through state and private initiative, and the public is now offering higher education at night in private, which limits access to higher education for all.

Es doctor en EducaçãöPolíticas y en Gestión Educativa por la Universidad Federal de Rio Grande do Sul - Brasil (2017). Es profesor de educación en la Universidad Save - Mozambique.
