M. Shivbhagvan est né le 15 mai 1992 dans le district de Sri Ganganagar au Rajasthan. Il a obtenu sa maîtrise en entomologie agricole à l'Université agricole S. K. Rajasthan, Bikaner (Raj.). Il travaille comme chercheur principal au College of Agriculture, SKRAU, Bikaner. Il a publié une brochure et trois dossiers en tant que co-auteur.
